The Svamitva Scheme, whose full name is the Survey of Villages and Mapping with Improvised Technology in Village Areas, is the Government of India's flagship scheme with a mission to give unequivocal ownership of property in rural settled areas. With the issue of 'Record of Rights' to residents owning household in villages, the scheme facilitates them to utilize their property as a financial asset for availing loans and other financial advantages. Furthermore, the scheme intends to generate reliable land records for planning and collection of revenue, facilitate preparation of improved-quality Gram Panchayat Development Plans (GPDPs), and minimize disputes regarding property. Precise mapping by integrating drone technology is important for these purposes.



Implementation and Technology


The Svamitva Scheme is jointly implemented by the Ministry of Panchayati Raj, State Revenue Departments, State Panchayati Raj Departments, and Survey of India. The procedure is done using drone technology to carry out surveys of rural populated regions, taking high-resolution photographs that are utilized in the production of precise maps of land plots. The maps are used as the foundation for issuing property cards to owners. Not only does the application of drones guarantee precision but also cuts down on the time taken for surveying significantly as compared to conventional methods. 


Progress and Achievements


Since its launch, the Svamitva Scheme has made big strides towards strengthening rural India. As of January 18, 2025, more than 65 lakh property cards have been given to property owners across over 50,000 villages in 230 districts spread across 10 states and 2 union territories. This mammoth exercise has liberated property worth nearly Rs 100 lakh crore from rural regions into the possession of villagers in the form of an asset base. The scheme is progressing to reach all villages throughout the nation by March 2025, hoping to issue property titles to 30 million rural households by the end of financial year 2025-26. 


Challenges and Future Outlook


Still, despite its success, the Svamitva Scheme has challenges, such as maintaining the accuracy of surveys and overcoming initial hiccups from local communities unexposed to drone technology. Nonetheless, sustained efforts in capacity building and community outreach are overcoming these challenges. The future of the scheme is bright, with the possibility of merging property information into national digital platforms, allowing more effective planning and governance. By March 2025, the scheme will have fully mapped all rural settled areas, hence revolutionizing rural property ownership and assisting in the economic empowerment of millions.
